The double-layered fence is A MUST for the 700 miles called for in the Secure Fence Act. If Trump wants to build more than that, he’ll have to go to Congress for the money.

And if he signs an Amnesty bill in the meantime, he can forget about funding for the wall as Conservatives and alt-righters will have turned against him–his base of support.
