New York is #40 on the list as one of the worst states for weak animal cruelty laws. Kentucky is #50. Illinois is #1 and California is #4.

Until NY and other weak-lawed states make animal cruelty a felony and get rid of plea bargaining, these hoarding cases are going to continue and escalate.
